| This course explores the understanding and the successful implementation of strategic planning and budgeting. This course examines how effective components within a strategic plan are developed and the importance of linkage of each into a comprehensive plan for the organization. In addition, this course examines the relationship between public budgeting and citizen driven performance measurement. The goal of the course is to offer students an introductory look at strategic planning and budgeting and to illustrate development, and implementation of operational strategy and budgeting. | | Course Objectives: |

This course aims to provide an opportunity for students to:
- Define, prepare and critique the various components contained in a strategic plan.
- Be familiar with different facilitation techniques useful in strategic plan development.
- Understand basic concepts of strategic planning and how to apply them to their organization.
- Apply budgeting knowledge and skills in actual cases of state and local budgeting.
- Learn and demonstrate various factors that contribute to and influence public service provision and citizen-driven performance measurement.
- Learn and demonstrate the various approaches to citizen participation and performance measurement.

Students are expected to be able to:
- Identify and apply the theoretical and conceptual frameworks used by management in assessing the future actions of their organizations, including SWOT analysis, analysis of external competitors, gap analysis, and other commonly employed planning tools.
- Acquire an understanding of strategic and competitive analysis.
- Understand the external and internal constraints on the use of these skills.
- Better understand the linkage between tax burden and the level of public service affordable with current tax burden.
- Appreciate the role of citizen involvement in improving government performance.
- Measure the performance of state and especially local governments in the area of budgeting.
